He helped launch a campaign for an elective assembly that led to the establishment of a senate in 1875 and, in 1878, of prefectural assemblies, with advisory powers only.
As a means to achieve constitutional reform, Itagaki founded (1877) the Risshisha [Society of Independence] and set up (1881) the Jiyuto [Liberal] party, a forerunner of the Seiyukai.
He was home minister under Hirobumi Ito and in 1898 was associated with Shigenobu Okuma in an attempt to form a party government.

Dear all: Tearing my attention away from the Big Mac debate (it was making me hungry!), I wonder if anyone can give a brief rundown on exactly HOW the opposition collapsed in the recent bank bailout vote.
the Washington Post said it was because Ozawa got the LDP to agree to more open accounting of the banks in exchange for Jiyuto support.
Ozawa has gone from "opposition stud" to "opposition dud" as far as i can tell...no mention of him or his jiyuto at all, practically.

When the JCP criticized New Komeito and its support base, the Soka Gakkai lay Buddhist organization, as representing the unity of politics and religion in its party newspaper, New Komeito's acting Secretary General Hiroaki Ota countered, "It is the JCP that aims to grab spiritual control of Japanese society," in its party organ.
New Komeito local assembly members numbered about 3,300 at the end of September, compared with the JCP's approximately 4,400.

Most Lower House committees failed to carry out deliberations as the Lower House Health and Health and Welfare Committee had taken time yesterday for the coordination of a schedule for deliberations.
As it stands, it will be more difficult for the Liberal Democratic Party (LDP), Jiyuto (Liberal Party) and New Komeito to steer the Diet, which will end on the 15th.
As three Cabinet ministers will attend a ministerial conference of the World Trade Organization (WTO), deliberations on the second supplementary budget will probably be in or after the 6th.
