 Job Training Partnership Act
The federal Job Training Partnership Act (JTPA) is a federal law that authorizes and funds a number of employment and training programs in California.
JTPA's primary purpose is to establish programs to provide job training services for economically disadvantaged adults and youth, dislocated workers and others who face significant employment barriers.
EDD administers JTPA under the policy guidance of the State Job Training Coordinating Council (SJTCC).

The Job Training Partnership Act is designed to improve the employment status of disadvantaged young adults, dislocated workers, and individuals facing barriers to employment.
JTPA is designed to move individuals without jobs into permanent, self-sustaining employment, and to improve participants' wages.

JTPA was enacted through federal legislation in 1982 to "establish programs to prepare youth and unskilled adults for entry into the labor force and to afford job training to those economically disadvantaged individuals and other individuals facing serious barriers to employment (and) who are in special need of such training to obtain productive employment."
To further increase the effectiveness of job training programs at the local level, JTPA sought to combine the efforts of business and government so that the two could work together in designing, implementing and managing job training programs.
JTPA funds were channeled by the U.S. Department of Labor to the governor of California who provided the funds to the Job Training Partnership Division (JTPD) of the California Employment Development Department.

 JOB TRAINING PARTNERSHIP ACT
(d) No job training plan prepared under section 104 may be submitted to the Governor unless (1) the plan has been approved by the council and by the appropriate chief elected official or officials specified in subsection (c), and (2) the plan is submitted jointly by the council and such official or officials.
Nothing in the Act shall be interpreted to preclude the enactment of State legislation providing for the implementation, consistent with the provisions of this Act, of the programs assisted under this Act.
In the event that compliance with provisions of this Act would be enhanced by cooperative agreements between State, the consent of Congress is hereby given to such States to enter into such compacts and agreements to facilitate such compliance, subject to the approval of the Secretary.

The Manpower Development and Training Act was enacted in 1962 and was constantly amended until its repeal by the Comprehensive Employment and Training Act (CETA) in 1973.
In the same decade, the Economic Opportunity Act of 1964 began a series of manpower programs which were also steadily revised prior to their repeal by CETA.
In 8 fiscal years, there were 26 separate appropriations for the program including regular, supplemental, and emergency appropriations, plus a plethora of continuing resolutions, that culminated with the enactment of the Job Training Partnership Act.
