Mr Bossano then asked Mr Caruana, if he did not realise, that that formulation of the importance attached to the presence of Gibraltar seemed to be at least coherent, and made sense from the perspective Spain, in what she was trying to achieve, which, he insisted was not neighbourly relations, but something more serious.
He called on Mr Bossano to continue with the debate about whether the Government should participate in dialogue under the Brussels Agreement, but warned Mr Bossano not to confuse that argument by raising arguments that arose equally in that alternative process of dialogue in which Mr Bossano had claimed he was willing to participate in.
In a supplementary Joe Bossano commented that back in 1995 the UK had said primary legislation had been required to get Gibraltar Banking Licences accepted, and alleged "they were not telling the truth then" as it was done recently by regulation.

Mr Bossano has explained that the Attorney General's view is particularly serious given that the exercise of our right to self-determination has to be entirely binding on the United Kingdom, as the administering power, under the provisions of the UN Charter and the relevant resolutions on decolonisation.
It will be recalled that when the Referendum was discussed in the House of Assembly, Mr Bossano echoed the concern that had been expressed in some quarters as to whether there was a legal basis for the Referendum.
When this was not forthcoming in the House, Mr Bossano wrote to the Attorney General on 31 October, asking for his view as to whether the House of Assembly had the power to call a Referendum given that this is not listed as a defined domestic matter under the 1969 Constitution.
