The law, which affects judges running for state appellate court seats, came about, in part, from a statewide survey conducted by the N.C. Center for Voter Education that found that 78 percent of North Carolinians feel that campaign contributions influence judges' decisions.
The law does not restrict judges from collecting from individuals; rather, it restricts the amount a judicial candidate can spend on his campaign if he wishes to use money from the state fund.
Tolson said the cost of running a campaign was eliminating good judges from running for judicial seats.

The North Carolina Senate has received a bill that, if it becomes law, would provide tax credits expected to make it easier to attract renewable-fuels producers to the state, said the bill's primary sponsor, Rep. Joe Tolson, who represents Wilson and Edgecombe counties.
House Bill 1636, which the Senate referred Thursday to the Committee on Finance, could be additional evidence that either an ethanol plant or biodiesel plant might be coming to Beaufort County.
In an interview last month, Tolson said he filed the bill, in part, to "try to get farmers an alternative source of income." By making it attractive for potential alternative-fuel producers to locate in the state, Tolson said he hopes his effort "will result in a plant in Eastern North Carolina."

 Clean Cities: Tiger Teams Help Submit Bill to Raise Money for AFVs, Infrastructure
With the help of Tiger Teams consultant firm Edwards and Kelcey, North Carolina Representative Joe Tolson sponsored a state house bill that would provide rebates to purchasers of alternative fuel vehicles (AFVs) and grants for the construction of related fueling infrastructure.
Presented in 2001, North Carolina House Bill (HB) 1213 proposed a 10-year program that would be funded by a slight increase in the state's vehicle registration fee.
Although the bill was tabled after passing through the House Finance Committee in 2001 the Triangle Coalition—which serves the Raleigh, Durham, Chapel Hill area—and other clean air and rural economic interests around the state, plan to assist Tolson in building support for the bill when he reintroduces it during the 2003 General Session.
