Giambra's further speculation in his Tuesday conversation with News reporter McCarthy that the US Constitution wasn't grounds for anything of moment in these discussions was an astonishing unintended admission of ignorance about the foundation for all government in this country.
Joel Giambra was an elected government official and when something disturbing happened that he believed was causing harm to a great number of children, he chose white flight.
Giambra is a man who frequently talks about the need to fold Buffalo into the county, to consolidate services and functions, to modernize.

 Niagara Falls Reporter Analysis
Giambra's blueprint for regionalism turned out to be little more than a few crude notes scrawled on a bar napkin, a document that vanished in the flames of taxpayer anger last week.
Giambra originally wanted his longtime aide as deputy county executive, but GOP leaders realized that would mean giving the county's two top administrative jobs to two men with zero experience running a government.
Giambra paraded out a couple of his colleagues yet again last week in an effort to deflect attention from his own crisis, but the simple fact remains that no other government has crashed as spectacularly as his.

Giambra and practically everyone outside of Amherst thinks the whole region should have one unified IDA. That is not close to happening.
Giambra's strategy is to grab the "low-hanging fruit," consolidate services with minimal parochial constituencies, such as sewer and water, and demonstrate, at least in small increments, that regionalism can work in western New York.

Joel’s comments will be followed by responses questioning their veracity.
If Joel truly believed it was time to get real and deal with the problem, he’d be the first to cut his salary, benefits, staff, and patronage giveaways.

Spectators at County Executive Joel A. Giambra's State of the County address Feb. 16 were given a lapel pin in the image of a lighthouse, a leadership symbol Giambra has used for his election campaigns.
A Giambra spokesman said the invoice was mistakenly submitted to the comptroller's office and has since been paid by one of Giambra's campaign accounts, the Friends of Joel A. Giambra.
Giambra's campaign account later paid the bill in 2005, too, but in prior years the government did pay for the pins Giambra distributed at his annual speeches.

Frank Parlato Jr: Swiatek - Naples race may be decided by the educated voter
Joel Giambra told me he thinks Naples will win by 8 points.
She has the advantage of incumbency, greater name recognition, the support of the popular Giambra; she has a captivating style, a gracious demeanor, physical attractiveness, (as her ubiquitous signs amply reveal) and more cash than Swiatek to invest.
Even if Giambra were to win total control of the legislature, Naples, I believe, would act responsibly, both fiscally and politically, and, in my opinion, thus far she has.

At that point in his State of the County address, Giambra was speaking mainly of his ongoing objective to unite the county's human services agencies, his "Blueprint for Change" that was delayed by the 2005 budget crisis.

Latest idea from Giambra full of fatal flaws
But it sure would fit after the county executive took the wraps off his latest four-year financial shell game, designed first as a way to rehabilitate his already irreparably soiled reputation and second to serve as yet another way for the king and his court to snicker in the face of the county's control board.
For remember that school budgets have to be voted on by the public, and often resemble referendums on taxes in general instead of reflecting the relative educational value and soundness of the proposal before them.
Giambra believes dissatisfaction over the plan comes from some widespread wish to extract personal revenge on a stellar public servant.
