Bricker Amendment - Wikipedia, the free encyclopedia
Sponsored by Senator John W. Bricker, a conservative Ohio Republican, the amendment declared that no treaty could be made by the United States that conflicted with the U.S. Constitution, was self-executing without domestic legislation being passed by Congress, or which granted Congress legislative powers beyond that enumerated in the Constitution.
But to Bricker's shock, the man swept to office as President, Dwight D. Eisenhower, was against the idea because he feared it would limit his powers in the international arena—but that was exactly what Bricker wanted to do.
Bricker reintroduced the measure every Congress until he was voted out of the Senate in 1958, after which it never again came up for a vote.

 The Bricker Amendment
I believe that it is time to resurrect the Bricker Amendment since the danger of the Constitution being undermined is greater and clearer now than it has ever been before.
One such legislator was the fiery Senator John Bricker of Ohio.
In early 1952, Bricker decided that the rights of the states and the people were sufficiently imperiled to warrant the otherwise extreme recourse of introducing a constitutional amendment to safeguard them.

The attempt to foist a legally binding covenant on the nations of the world, Bricker maintained, demonstrated beyond any doubt that the United Nations was attempting to establish itself as a world government.
John Foster Dulles, for example, hoped that the State Department's refusal to ask for ratification of the Genocide Convention and its decision to end the U.S. role in securing a universal human rights covenant would help to mollify supporters of the Bricker Amendment.

Ohio was also a deciding factor in the 1948 presidential elections when Democrat Harry S. Republican Platform blasted Truman for his “appeasement of Communism at home and abroad.” It also criticized the “hordes of loafers” and “incompetents” at the State Department – which was widely perceived as an agency infiltrated by Communists and catering to their demands in the United Nations.
Like the ABA, Bricker and Taft saw the amendment – rightly, in my view – as a necessary roadblock to the subversive internationalist influences that threatened to undermine the Constitution, diminish American sovereignty, and subvert U.S. national security.
