John C. Spencer (1788-1855), formerly President Tyler's Secretary of War, became Tyler's Secretary of the Treasury in 1843 following Walter Forward's resignation.
As the only Northerner in a cabinet dominated by Southern interests, Spencer found it increasingly difficult to serve Tyler and finally resigned in 1844 in opposition to Tyler's annexation of Texas.
She is represented at the Capitol by her portrait of General John A. Dix (also a Secretary of the Treasury) and at Treasury by this portrait of John C. Spencer copied in 1885 from an unknown source.

Spencer's letter was especially rich in detail, but Johnson was frustrated by the failures of his attempts to verify some of Spencer's facts.
Spencer also named the railroad under construction as the Alabama Great Southern, which exists but does not go over or through a mountain with a name similar to "Cruzee" or "Cursey." These failures caused Johnson to abandon Alabama, in favor of Big Bend, in his unsuccessful pursuit of John Henry.
He described how John Henry fell into a faint near the end of the all-day contest on September 20, regained consciousness, said that he was blind and dying, and asked that his wife be summoned.

Although Spencer was commanded by a Coast Guard officer, Commander Harold S. Berdine, and her crew was entirely Coast Guard, the Escort Group Commander, a US Navy officer, Captain Paul R. Heineman, USN, flew his flag on board Spencer.
One Spencer crewman was killed in action and 24 were wounded in action, all by friendly fire--many of the vessels in the convoy opened fire on the U-boat as soon as it surfaced and Spencer was in their line of fire.
Spencer underwent conversion to an amphibious force flagship at the Norfolk Navy Yard between 26 June and 11 September 1944.

In due course, five of these six big, roomy vessels (Bibb, Campbell, Duane, Ingham, Spencer) were to be become workhorses on the convoy routes, incomparably superior to the American, British, and Canadian four-stackers and in many ways more suitable for this task than modern American 'fleet destroyers (Blair, 1996).
Spencer maintained sound contact and initiated the attack with mousetrap contact mines and depth charges while directing Duane through the convoy to join in the battle.
As Spencer prepared to ram the submarine, the deadly accurate fire from both cutters made it necessary for the U-175 crew to abandon ship.

The USCG John C. Spencer (WPG-36) is one of seven ships built as part of the Treasury Class 327's.
Her sister ships are the Roger B. Taney (WPG-37), George W Campbell (WPG 35), William J Duane, Alexander Hamilton, and the Samuel D. Ingham.She was launched on the 6th of January 1936, and commissioned on March 1, 1937 for use as part of the U.S. Navy during World War II.
With this armament, the USCG Spencer battled a German U-boat on April 17, 1943, and emerged victorious.
