He was born at Leicester on 19 May 1844, a son of the Reverend Timothy Sandys of the Church Missionary Society and Rebecca née Swain.
Living at first in India, he returned to England at the age of 11, and was educated at the Church Missionary Society School in Islington then at Repton School.

In 1878 he was appointed to succeed Edwin Palmer[?] in the professorship of Latin, and held the post till his death.
After John Conington's death in 1869, he saw his edition of Virgil through the press, and revised and corrected subsequent editions of the work.
In conjunction with JE Sandys[?], Nettleship revised and edited Seyffert's Dictionary of Classical Antiquities, and he contributed to a volume entitled Essays on the Endowment of Research an article on "The Present Relations between Classical Research and Classical Education in England," in which he pointed out the great value of the professorial lecture in Germany.

Sandys returned to England in 1599 and in 1602 he resigned his prebend at Wetwamg.
Sandys was knighted by the King at Charterhouse on 11 May 1603; on 12 Mar 1603 he was returned to James' first Parliament as Member for Stockbridge, Hampshire.
In May he procured the appointment of a committee to codify the regulations of the company, to select a form of government for the Colony, to appoint magistrates and officers, and to define their functions and duties.

(1159), John of Salisbury describes in some detail his own education at Chartres under the tutelage of Bernard, Thierry, and William of Conches, who patterned their instruction after the program laid out by Quintilian.
During the century after Poggio's find, numerous printed versions of Quintilian were produced throughout Europe, and as a result, his reputation among the ancients was equal to that of Virgil and Cicero.
While his "introductions are apt to be monotonous...," as Sandys notes, "his great powers of endurance and his laborious patience have led to his being described as the 'beast of burden' of classical learning" (v2, 445).
