  Governor John Evans
John Evans, the second governor of the Colorado Territory from 1862-1865, was born in Waynesville, Ohio, on March 9, 1814.
Evans also researched the cholera epidemic of 1848 and 1849 which was instrumental in developing congressional quarantine laws to prevent the spread of this disease.
John Evans was also one of the founders of Northwestern University, where he chaired the Board of Trustees until his death in 1887.

John Louis Evans III (January 4, 1950 in Beaumont, Texas - April 22, 1983 in Atmore, Alabama) was the first inmate to be executed by the State of Alabama after the United States reinstituted the death penalty in 1976.
Evans was tried in State Circuit Court in Mobile, Alabama on April 26,1977 for first-degree murder committed during commission of a robbery.
In 1982 the United States Supreme Court granted the State's petition for a writ of certiorari, reversing the judgment of the Court of Appeals and returning to them the decision on the constitutionality of his sentence.

 How Colorado became a State
In 1864, Colorado Territorial Governor John Evans persuaded Congress to adopt an enabling act, which is the first step towards statehood.
But a majority of the 6,192 Coloradoans who voted, in a population of around 35,000, turned down the first attempt at a state constitution and the second attempt at statehood, still approving the concept of having government and not paying for it.
Evans tried again in 1868 but Republican strongman Henry Teller (who also wanted to be a U.S. Senator) told Congress that Colorado should not become a state because it had less than half the 75,000 population that Evans had claimed for it.

Governor Goddard believed that no one had the right “to deprive anyone of the right to vote, to live where he wants, or anything else, just because he has a different skin color or goes to a different church.”
These included John Evans of the State Employment Security Commission, Richard Herbert of the Corporation Commission, Arthur Schellenberg of the State Board of Regents, Superintendent G. Hathaway of the Arizona Highway Patrol, and State Highway Director Justin Herman.
As one of his most significant acts as governor, Goddard’s signing of the Civil Rights Bill was also a courageous act in that the bill was not popular amongst the people, despite the support it received from both houses of the state legislature.
