It was named for John Haywood, Treasurer of North Carolina from 1787 to 1827.
Haywood County is a member of the regional Southwestern Commission council of governments.

Haywood posted no bond for the years 1826-1827, so when the discrepancy was found in his accounts, the State was left short.
Haywood's handling of the public funds was so haphazard that long after numerous banks were established, he continued to keep a trunk full of cash in the "Public Chest" in his office which was used to pay the expenses of government.
The State sued Haywood's estate for the missing funds; however, a jury found that an executor had administered all but $7,160.60 of the estate's assets which were then seized by judgment in favor of the State.

John Haywood died in Raleigh on November 18, 1827, at the age of 73.
Eliza Haywood, John Haywood's second wife, was a young woman when she came to live in their first home in the capital city of Raleigh at the corner of Edenton and Wilmington Streets.
Haywood was not impressed with the new state capital when she first saw it and left it after only a short visit.

John and Noah were both listed on the 1810 census in Haywood Co, NC, and Noah did name his oldest son "John" and oldest daughter "Mary".
Old John Stuart was in Cabarrus Co, NC for the 1800 census, and he did have an apparent son with him who was Noah's age, and who is otherwise unaccounted for.
John is a proven son of Noah, as he was named in Noah's Pension application (1871) as being his son "John Stuart aged 67 years and who resides in the state of Tennessee".

The longest serving Treasurer was John Haywood, who held the office for 40 years, from 1787 until his death in 1827.
John S. Haywood was elected Treasurer but declined to serve in the wake of an unfolding scandal involving missing funds from his father's tenure.
Haywood himself was accused of the most serious malfeasance but even in his case, though a substantial sum of public funds was lost, no personal dishonesty was ever proved against Haywood.

John's son Jacob Stewart (born 1775) reported in the 1850 Macon Co, NC census, that he was 75 years old and born in Cabarrus Co, NC (c1775).
On 19 Jan 1797 John Stewart was named in the Court minutes for Cabarrus Co, NC as being part of a jury to lay out a road from Charlotte to Fayetteville through the lower part of the county from the Mecklenburg line.
John Sr's supposed sons Noah and John (Jr) were not found in NC on the 1820 census.

John Haywood, jurist, the son of a tobacco farmer named Egbert Haywood and his wife Sarah Ware Haywood, was born in Halifax County, North Carolina on March 16, 1762.
After limited education and brief service in the Revolutionary War, young Haywood read law on his own, was admitted to the bar, and rapidly rose in the legal profession.
Haywood moved to Tennessee about 1807 and from a log cabin on his farm near Nashville specialized in law involving the title to land; in another log cabin he conducted a training school for aspiring lawyers.

Treasurer John Haywood built Haywood Hall to please his wife, Elizabeth Eagles Asaph Willliams Haywood, and to encourage her to remain in the capital city, of which she was initially none too fond.
One of the first trees planted by the Haywoods is the large Brazilian Magnolia in the side yard.
Eliza and her daughters, Betsey John and Frances Ann, started a boarding school in Haywood Hall in 1830, which the daughters continued until the 1880s.
