Hoeven attended university at Dartmouth College, has an MBA from the Kellogg School of Management at Northwestern University, and was a banker from Minot, North Dakota prior to pursuing a political career.
Hoeven has been praised for moderate governance and raising teacher salaries and expanding the economy in the state with historic increases in per capita income.
On September 30, 2005, Hoeven officially declined a challenge to Conrad, stating, "A day may come when we ask the people of North Dakota to allow us to serve them in a different capacity, but that time is not now" (see [[1]]).

John Hoeven signed a comprehensive legislative package last Friday designed to accelerate production of wind energy and biofuels, as well as to enhance the transmission infrastructure necessary to get both renewable and conventional energy to market.
The plan also builds on the Governor’s Counter-cyclical Ethanol Production Incentive, passed last legislative session, by making $4.6 million available for new and existing plants in the next biennium.
The office will administer the programs and advance information pertaining to the state and federal incentives available for the full range of renewable energy sources.
