Finally, Martin negotiated for the assistance of the governor of British-held Florida in stopping the bands of plunderers, and he worked to restore peace with the Creek Indians.

     John A. Martin, editor of the Atchison Champion since 1858, was opposed to prohibition and spoke out vigorously during the campaigns for adoption of the prohibition amendment and for the enactment of the enforcement legislation.
The defeat of Governor St. John in 1882 by an antiprohibition Democrat, George W. Glick, meant the downfall of the radical faction in the Republican party, although it did not mean the overthrow of prohibition.
Martin came to see clearly that it was not prohibition that liquor was fighting, it was regulation of any kind.

Following the Civil War, Col. Martin returned to Kansas and was elected as the tenth Governor of Kansas and was inaugurated on January 12, 1885.
His leadership as Governor led to the Kansas Legislature authorizing the "Kansas National Guard" as the successor to the Kansas Militia in which he served as the first Commander-In-Chief of the Kansas National Guard from 1885 to 1889.

In these orders the Governor declared that there existed an imminent danger of breaches of the peace which local peace officers would be unable to prevent, and that therefore the National Guard must be employed to preserve the peace.
The mayor of Parsons did not learn of the impending arrival of the troops until the day before, and according to Martin "the populace was unaware of [our] arrival until several hours after occupation of the district." Slightly more than 300 Guardsmen were sent to Parsons.
