Osborne was born in Westport, Essex County, New York, the son of John C. Osborne and Mary E. Rail.
Osborne was one of only a handful of Democrats to win Governorship of the state of Wyoming, and his term was stormy and rife with bitter fighting between his party and the Republicans.
Osborne was the first Assistant U.S. Secretary of State, serving the Wilson Administration from April 1913 until December 1915.

of John Ball Osborne] OSBORNE, Edwin Sylvanus, representative, was born in Bethany, Wayne county, Pa., Aug. 7, 1839; son of Sylvanus and Lucy (Messinger) Osborne; grandson of Cooper and Hannah (Oakley) Osborne.
His great-grandfather, Thomas Osborne, was a soldier in the Continental army during the Revolutionary war and was mortally wounded in the battle of Monmouth, and his first ancestor in America, John Osborne, emigrated from England and settled in East Windsor, Conn., in 1645.
Their second son, William Headley Osborne, born in 1870, graduated from the U.S. Military academy in 1891, served in the campaign against Santiago in the war with Spain as lieutenant in the 1st U.S. cavalry, and died of typhoid fever in the military camp at Montauk Point, N.Y., Aug. 23, 1898.

Sir John had five sons; Peter, the eldest, Dorothy's father, who succeeded him in his hereditary office of Treasurer's Remembrancer; Christopher, Thomas, Richard, and Francis–Francis Osborne may be mentioned as having taken the side of the Parliament in the Civil Wars.
Sir John, to whom Dorothy refers in a later letter as "my precious uncle," was a remarkable man. At first a gentleman of the Privy Chamber to Charles I., he afterwards became the centre of plots against Church and State.
John Molle was imprisoned for more than a quarter of a century by the Inquisition at Rome, where he died, in the 81st year of his age, in the year of our Lord 1638.
