Oxley was born in England in the early part of 1781.
Oxley later became a Governor Brisbane appointed him to the Legislative council in 1824.
He was unable to solve the riddle of the rivers, which appeared to lose themselves in marshes, but he added much valuable land to the known territory of his time.

John Oxley, or more fully John Joseph William Molesworth Oxley was a naval officer, surveyor and explorer, was born in Yorkshire, England, and entered the navy as a midshipman in HMS Venerable in 1799.
Oxley had very little experience of land surveying, but during his term of office he was responsible for the survey of newly occupied lands at Illawarra, the Hunter Valley, and the country west of the Blue Mountains.
Oxley was also a pioneer of the Bowral district; in 1816 he had 500 head of cattle grazing there and obtained a land grant from Macquarie.
