Bolton managed to delay direct U.S.-North Korea talks, and just before six-nation talks finally got under way in Beijing in August, he called North Korea's leader a "tyrannical dictator" in a speech, enraging the North Koreans and reinforcing their doubts about U.S. willingness to reach an agreement.
