John Searle is an analytic philosopher, with some of the same notions as the positivists and behaviorists who rejected consciousness and "lost" the mind in the first place, but he also does not sound like the kind of reductionist who would have joined that crowd.
Searle calls his theory of mind "biological naturalism." This expression is revealing, mainly for the nature of the limitations of the theory.
Searle is content with "the obvious facts of physics," but the fact is that science simply cannot deal with the truths of being and value, of metaphysics and ethics, since an empirical (observational, experimental) method bears with it an externalist bias.

Searle wants to reposition them back into the life science of neurobiology, not their arcane logic, bogus epistemology, or reductivist materialism.
Searle's conception of what it is minimally to have "consciousness" may be off track "here and there," but his basic intuitions are obviously and instinctively on track.
Searle is right to argue that methodology doesn't outweigh reality, and whatever the methodology for the study of consciousness, let's hope philosophers get in line behind neurobiologists, who, along with psychologists, know that "intrinsically first-person ontology" exists when it comes to consciousness -- even if scientifically, it doesn't fit the paradigm.

Searle argues strongly for recognizing the Subjectivity of consciousness as a 1st-person ontology in itself, unexplainable by an objective epistemology, since its very nature is opposed to that method of investigation.
Searle accuses most in the field of the same general "neurotic compulsion" of attempting to force that which Searle views as the most fundamental and essential feature of the mind - consciousness - into various forms of materialism (the 'ol square peg into a round hole trick).
Searle goes on to explain his own conception of consciousness as consisting of a "network" and a "background" (but NOT in the unconsious/conscious framework of folk psychology).

John R. Searles Jr., an urban planner who led the effort to clear the slums of Southwest Washington in the 1950s and to put modern architecture, highways and parks in their place, died Oct. 21 at a retirement home in Ponte Vedra Beach, Fla., where he had lived since 1979.
Searles was executive director of the powerful Redevelopment Land Agency, a branch of the District of Columbia government, from 1951 to 1961.
From 1962 to 1978, Searles was chief executive of the Metropolitan Development Association of Syracuse, N.Y., where he led planning efforts for the city and region and helped launch the Syracuse Symphony Orchestra.

The belief that it is raining, for example, is not defined as a certain formal shape, but as a certain mental content with conditions of satisfaction, a direction of fit (see Searle 1979), and the like.
Indeed the belief as such hasn't even got a formal shape in this syntactic sense, since one and the same belief can be given an indefinite number of different syntactic expressions in different linguistic systems.
