Gilman was a member of the convention that met at Philadelphia to frame a constitution for the United States.
Gilman sent a copy of the new constitution to his cousin, Joseph Gilman, who during the war had been chairman of the committee of safety, with the following significant comment: [The plan] " is the best that could meet the unanimous concurrence of the states in convention.

Gilman (1753 - 1828) was born at Exeter (NH) and died at Portsmouth (NH).
In 1775 Gilman's father was named Treasurer of New Hampshire, and Gilman joined his father as clerk; but on April 19, 1775, a day after the Battle of Lexington (MA), Gilman was in a company of volunteers and on his way to Cambridge (MA).
Gilman's father remained Treasurer of New Hampshire until his death in 1783, but Gilman was on a new career path.

In 1747 Elias deeded a portion of the house to Col. Daniel Gilman and relocated to Stratham.
In 1783, Nicholas and Ann Taylor Gilman died, months apart, leaving the Ladd-Gilman House, land, wharves, docks and holdings to their eldest son, John Taylor Gilman and his wife, Deborah Folsom.
John Taylor lived at the house, serving first as state treasurer in 1786, 1791-94, and then as Governor of New Hampshire—elected to this office from 1794-1805, 1813-1816.

The Governor Gilman was one of seven large cutters built to supplement the Navy and the smaller revenue cutters in service at the start of the Quasi-War with France.
Little is known about her except that she served in New Hampshire waters and was sold in Portsmouth, New Hampshire, for $3,227.90 on 22 February 1802.
