Major General John Wilkins Jr.   (Site not responding. Last check: 2007-10-12)
John Wilkins enlisted at the age of sixteen, still in his teens, he was officially listed as a surgeon's mate in the 4th Pennsylvania Regiment in 1780.
Wilkins had early taken note of the unrest but seemed confident that he could collect the tax if authorized to do so, and, in his capacity as storekeeper, he bought whisky only from those distillers who had paid the excise.
Wilkins continued to build up his business and land interests and was still serving as a Brigadier General of the Allegheny militia when Washington appointed him Quartermaster General of the army on June 1, 1796.

The Universe of Discourse : John Wilkins invents the meter
Wilkins' language has words for Judaism, Christianity, Islam; everything else is under the category of paganism and false gods, and I thought that the introduction of words for inches and feet was another case like that one.
Wilkins directed that a pendulum be set up with the heaviest, densest possible spherical bob at the end of lightest, most flexible possible cord, and the the length of the cord be adjusted until the period of the pendulum was as close to one second as possible.
Wilkins is saying, effectively: let d be the distance from the point of suspension to the center of the bob, and r be the radius of the bob, and let x by such that d/r = r/x.

I have registered the arbitrarities of Wilkins, of the unknown (or apocryphal) Chinese encyclopedist and of the Bibliographical Institute of Brussels; it is clear that there is no classification of the Universe not being arbitrary and full of conjectures.

The Analytical Language of John Wilkins
The words of the analytical language created by John Wilkins are not mere arbitrary symbols; each letter in them has a meaning, like those from the Holy Writ had for the Cabbalists.
Once we have defined Wilkins' procedure, it is time to examine a problem which could be impossible or at least difficult to postpone: the value of this four-level table which is the base of the language.

Wilkins saw no reason why men should not one day invent a means of transport – a "flying chariot," as he called it – which could reach the Moon.

Matt Webb has done some useful sleuthing into John Wilkins, long since fated to go down as the butt of Borges' famous joke.
I've been doing some research into Wilkins as well (for the book I've been writing), and have been surprised to learn that the historical Wilkins bears almost no resemblance to the literary punching bag Borges props up in his essay.
In truth, Wilkins was hardly an advocate of "arbitrary" classification; he was an empiricist, who rejected top-down epistemologies in favor of direct observation and experimentation.
