Strauss instructed his publisher to give de Lancie the rights for the American premiere, but the honor was denied him when the Philadelphia's celebrated principal oboist, Marcel Tabuteau, threw a fit at the thought of being upstaged.

De Lancie did play the work with Ormandy at Interlochen, but his first attempt at recording it, around the same time, was frustrated when CBS, which exclusively recorded the Philadelphia Orchestra, refused him permission to include it on a disc of solo oboe music he was making for RCA with Previn.
Even De Lancie admits the Strauss Oboe Concerto is "not one of his major works." But it is charmingly melodious, as well as deceptively difficult for the soloist, because it demands almost nonstop playing for 24 minutes.

I would therefore recommend you find an oboist who makes his/her own and arrange to buy them from him/her, and then later trying to make some for yourself.
There are also books by oboist Jay Light such as "Essays for Oboists" which are both amusing and informative to read.
Excellent examples can be found in recordings by the Philadelphia Orchestra (with either Marcel Tabuteau himself or John de Lancie on oboe), the New York Philharmonic (with oboist Joe Robinson), and the Cleveland Orchestra (with oboist John Mack).

Richard Strauss' Concerto for Oboe and Small Orchestra (1945, rev. 1948) was one of the fruits of the composer's post-World War II "Indian Summer." It was commissioned by John de Lancie, Principal Oboe of the Philadelphia Orchestra, but had its premiere with oboist Marcel Saillet and the Zürich Tonhalle Orchestra conducted by Volkmar Andreae.
The Concerto abounds with an unending flow of melodies, and there are a number of delightful duets between the solo oboe and other "inner voices" of the orchestra.
The thunder cracks of John Fedderson's timpani, and the ominous trombones helped conjure up driving rain such as I had experienced in the real world just hours before.
