SMITHFIELD -- For years, Johnston County leaders have said they want to preserve the county's rural character by limiting sewer service and higher-density development to areas in and around its nine towns.
The county needs to limit the amount of sewer service it doles out because it has been swamped with requests.
The approved developments requested 1 million gallons per day of sewer service half the capacity of Johnston County's sorely needed expansion this year of its wastewater treatment plant, said county engineer Tim Broome.

According to Johnston County Sheriff Steve Bizzell, Melton was taken into custody in the Food Lion parking lot in Selma after receiving drugs that were intended for distribution into the Johnston Correctional Institute on U.S. Highway 70 near Smithfield.
Bizzell said he is working with Tom Carroll, superintendent of the Johnston Correctional Institute, to prevent illegal drugs from entering the facility.
He remained in the Johnston County Jail on Thursday under a $500,000 secured bond.
