Joint Typhoon Warning Center - Wikipedia, the free encyclopedia
The JTWC is responsible for the issuing of tropical cyclone warnings in the North West Pacific Ocean, South Pacific Ocean and Indian Ocean for United States Department of Defense interests.
The beginning of the formation of a typhoon warning center in the Pacific occurred in the wake of Typhoon Cobra in December 18, 1944.
JTWC was originally established in 1959 at Nimitz Hill, Guam combined the efforts of the former naval centers located in Guam, Hawaii, and the Philippines with the Air Force center in Japan.

 Typhoon Vamei
By 21 December, the center of the vortex had moved off the coast to be over water, where the open sea region in the southern end of the South China Sea narrows to about 500 km with Borneo to the east and the Malay Peninsula and Sumatra to the west.
While the vortex center remained in the narrow equatorial sea region, the strong northeasterly surge persisted, and was slightly deflected to the northwest of the vortex.
The distribution of the frequencies of vortex centers in four sub-regions near the northwestern coast of Borneo is superimposed on the diagram.

 JOINT TYPHOON WARNING CENTER SPEECH
Thirty-six years after the Joint Typhoon Warning Center was formed, the Base Realignment and Closure Commission directed that the JTWC be relocated from Guam to Hawaii.
You of the JTWC were instrumental in providing critical forecasts to the White House and State Department that were used in the relocation of the relief forces.
Your crucial typhoon warnings to U.S. Embassies and to USPACOM forces have always enabled our ships, aircraft and shore facilities to take the necessary precautions to minimize damage from "the perfect storm." On behalf of the U.S. Pacific Command, past and present, and all my predecessors from 1959 onward, thank you for your outstanding work.

If you compare typhoon information issued from multiple countries, please check the international typhoon number (Asian names of typhoons) or the central position, and be careful not to mix up typhoons.
