Under federal election law, coordination between an election campaign and a 527 group is not allowed.
Attorney Benjamin Ginsberg pointed out that it was not uncommon or illegal for lawyers to represent campaigns or political parties while also representing 527 groups.
*Joint Victory Campaign 2004 is a joint fund-raising committee run by America Coming Together and the Media Fund.

The campaign declined to discuss the return of Varis' contribution, which was reported by the California secretary of state on Aug. 19.
Varis said no one from the campaign has contacted her and she is unsure why her donation was returned.

The Media Fund runs advertising campaigns that are considered federal spending; its sister 527, Americans Coming Together (ACT), does "grassroots" polling and voter registration that counts as state and local spending.
She has given $900,000 to the Joint Victory Campaign (JVC), but the Washington Post has reported that she is also the person behind the little-known Sustainable World Corporation, which has given an additional $3.1 million to JVC since appearing out of nowhere last December.

The House approved a bill Wednesday that would limit individual donations to $5,000 to groups outside the parties that engage in politics, which are called 527 committees for a section of the tax code that governs them.
