 Joint committee to evaluate downtown library sites
Four of the six committee members were already selected as part of commissioners' Jan. 13 decision to hold a November referendum to determine whether voters prefer a joint-use library facility with Southwestern Community College constructed on the SCC campus or a new downtown library.
Committee members chosen Feb. 3 were Commissioner Joe Cowan, who will be chairman, and Sylva board member Maurice Moody, an outspoken proponent of a downtown library.
The chairman also indicated his willingness to "tie up" or option the study committee's preferred location to ensure that it will still be available pending the outcome of the referendum.

Joint Resolution.-- A joint resolution is a resolution passed by both houses of the legislature proposing an amendment to the Constitution of the State of Idaho.
Joint resolutions, concurrent resolutions, and memorials shall, after being passed, be filed with the Secretary of State, rather than being submitted to the Governor for consideration.
If, by vote of the joint committees of conference, agreement can be reached on the amendments in controversy, the same shall be returned to the house wherein the bill or joint resolution was amended with the recommendation that it be further amended in accordance with the agreement of the committees of conference.

The committee was created to "make continuing studies of the activities of the Atomic Energy Commission (AEC) and of problems relating to the development, use, and control of atomic energy." Unlike other joint committees created during the modern era, the Joint Committee on Atomic Energy was given the authority to report legislation.
Whitfield was nominated in 1955, and the joint committee investigated allegations of financial irregularities.
The joint committee appointed the panel on March 26, 1955, to conduct a comprehensive study of the peaceful uses of atomic energy and to recommend to the committee legislative or administrative action to promote such uses.

The Committee is of the opinion that the statutory probate courts should have the ability to transfer lawsuits, as an alternative to dismissal, upon the loss of subject-matter jurisdiction due to settlement by, or dismissal of, the estate as a party to the lawsuit.
The Committee is of the opinion that new statutory probate courts should be created in Texas' fifteen (15) most populated counties only upon a commissioners' court's request and with an understanding that the new court shall be governed by the Government Code's statutory probate court filing and staffing requirements.
The Committee recommends that Government Code §25.0022 be amended to give the statutory probate courts the ability to transfer lawsuits, as an alternative to dismissal, upon the loss of subject-matter jurisdiction due to settlement by, or dismissal of, the estate as a party to the lawsuit.
