Stanhope was born in Gundagai, New South Wales but moved to Canberra to study at the Australian National University.
Stanhope played a major role in the downfall of Kate Carnell's Liberal government, concentrating heavily on her involvement in the Bruce Stadium affair.
Stanhope was elected ACT Chief Minister in 2001 when Labor won 8 of the 17 seats in the Assembly, and came within 300 votes of winning a 9th, which would have granted majority government for the first time in ACT history.

ACT Chief Minister Jon Stanhope's website posting of the legislation on Friday won't affect the Senate inquiry's length, but it does mean the debate about the bill's nitty gritty gets under way much earlier than the Government had planned.
Stanhope's defiant action prompted the Government (through calls from bureaucrats, including the head of the Prime Minister's Department, Peter Shergold) to try unsuccessfully to get the draft bill taken down.
But at least, thanks to Stanhope, the cautionary voices now have a little better chance to be heard and more weight will be put on small-l liberals in the Coalition to act as watchdogs.

Stanhope called the move "childish" and a direct breach of an intergovernmental agreement.

 Terror laws rejected by ACT, Stanhope
ACT Chief Minister Jon Stanhope has become the first state or territory leader to reject the Federal Government's proposed anti-terror legislation as it currently stands.
Mr Stanhope said he would not implement the ACT's part of the legislation, including extending preventive detention of terror suspects to 14 days, unless there was an overhaul of the laws, The Canberra Times reported.
Mr Stanhope received advice from Stephen Gageler, SC, on Wednesday that the laws in their current form were unconstitutional, and said that despite being committed to implementing anti-terror laws, he could not support the legislation going before federal Parliament next Tuesday.

Report must be tabled THE injunction granted by the ACT Supreme Court against Chief Minister Jon Stanhope over the Gallop inquiry into disability services seems to have been cast far too widely.
Justice Ken Crispin granted the injunction on the application of four senior ACT bureaucrats, who felt their reputations might be adversely affected by the publication of the report. Mr Gallop, QC, a former Supreme Court judge, held an extensive inquiry over several months after the deaths of three disabled people.
''When Mr Stanhope was campaigning prior to the last ACT election, his party plan outlined its commitment to the disability sector.'' She said the sector was looking for strong leadership from the new Government. ''The time is now.
