The Jonglei Canal was designed to bypass the Sudd and direct downstream a proportion of the water that is 'lost' from the Nile each year by spill and evaporation in the swamps.
Jonglei is a small Dinka village close to the Atem channel at a point where the canal alignment was planned to begin.
The Jonglei Canal brings the obvious advantage of shorter river communications between Khartoum and the main urban centre of the southern Sudan at Juba, in effect reducing the length of the journey by 300 km.

NAIROBI, 23 May 2006 (IRIN) - Escalating violence in the states of Upper Nile and Jonglei in southern Sudan has forced the international humanitarian organisation Médecins Sans Frontières (MSF) to temporarily withdraw its international staff from a number of clinics, the charity said.
Clashes between armed groups and direct attacks on villages have occurred in the region north and south of the River Sobat since the beginning of April, the medical charity said in a statement on Tuesday.
A week later, armed Jikany men descended upon the small Lou village of Dini at the confluence of the Sobat and the White Nile rivers, in apparent retaliation for the previous attack, killing approximately 15 people and stealing 400 heads of cattle.

The Head of the Disarmament, Demobilization and Reintegration, (DDR), programme at the presidency, Sulaf al-Din Salih said that the SPLM forces’ attempt to disarm citizens in the South was a clear breach of the peace agreement which had determined certain procedures which needed to be followed when disarming armed groups and civilians.
Some seven people were killed in Jonglei State in southern Sudan in clashes between SSDF armed militias and the Sudan People’s Liberation Army (SPLA), despite a peace deal to end Africa’s longest civil war there.
Chol warned that these breaches could harm the peace agreement and called on the SPLM leaders to investigate the behaviour of its members because the SSDF would not remain quiet in the face of what is happening and had the right to defend its citizens by all means.

On completion of the first phase of the scheme, the Jonglei Canal, connecting Bahr el Jebel (at Bor) and River Sobat (at Doleib Hill), is expected to enable improved utilization of Nile water for irrigation purposes.

The Jonglei Canal region is inhabited by around two million people; mainly the peoples and tribes of the Dinka, Nower and Shalak.
Furthermore, with a large number of the region's youth having gained experience in the construction industry in the north - having fled to escape the war and find work - there should be no shortage of suitable labor.

The Jonglei Canal is the linear, highly reflective manmade feature aligned in a general north-south direction.
The purpose, or original rationale, for constructing the canal was to help regulate the seasonal rise and fall of the water through this segment of the White Nile and to drain part of the Sudd for agricultural development.
However, environmentalists and the local pastoral people are proclaiming that the construction of the Jonglei Canal is upsetting the natural rhythm of plants and, particularly, animals when their migration cycles are impeded by the barrier the canal creates.

It appears the Nuer and Dinka were classified by later Sudanese government census-takers as “rural” and the Baggara as “nomads.” The 1983 census showed a population in Upper Nile of 1,594,554, of which 89.9 percent was rural, 5.7 percent was urban, and 4.4 percent was nomadic.
Work on the Jonglei canal was brought to a halt in 1984 by an SPLA attack, however, and the project has not resumed as of the writing of this report.
The Jonglei canal was to be cut in an almost straight line from the White Nile south of Malakal to the Bahr Al Jebel River near Juba..

The Governor of Jonglei state, Philip Thon Leek, says that SPLA soldiers had gathered at Yuai to celebrate the Juba Declaration when armed civilians commonly known as the White Army allegedly began shooting at the SPLA.
Governor Leek said that Brigadier General Simon Gatwech Duel— now with the SPLA in Juba— to whom the armed civilians are allied has gone to the area to help end the conflict.
The minister of infrastructure in Jonglei state, Amuor Kuol, added that construction will start as soon as the town plan is approved.

AMSTERDAM - May 23 - An upsurge of violence has led to displacement, injury, and the death of civilians in the Upper Nile and Jonglei provinces of southern Sudan.
MSF is one of the very few providers of health care in Upper Nile and Jonglei, an area where malaria, TB, and the deadly tropical disease kala azar are rampant.
However, in parts of Upper Nile and Jonglei, renewed fighting and tension have created conditions similar to those during the years of war, with civilians living under the threat of violence and access for humanitarian agencies remaining precarious.

It is estimated that water worth over $1 million to agricultural production is lost annually, through spreading, evaporation, and seepage, in Africa's Sudd swamp.
In 1974, Egypt and the Sudan agreed upon the construction of a canal - the Jonglei Canal - that would partially drain the Sudd, minimize the water losses, and provide Egypt with water needed during the arid season.
This project will study the impact the Jonglei Canal might have on the inhabitants of the region.

The fighting started when SPLA forces tried to disarm a number of groups of armed Lou civilians - community protection forces that were called the "White Army" during the 21-year civil war.
"If these groups re-arm, you might see an escalation of fighting in the region that might destabilise the whole of Jonglei," a political analyst warned.

 UNHCR - Humanitarian agencies use White Nile ferry to start major return of vulnerable Sudanese IDPs
The group on the ferry was mainly composed of women, children and the aged, while returning men went by foot, escorting their half a million cattle from Western Equatoria back to Bor.
The passengers, all from the Dinka ethnic group, were singing joyfully when they stepped ashore in the riverside town in Jonglei State on Sunday and were met by jubilant relatives and friends.
They had left Juba 14 hours earlier as 375 internally displaced persons (IDPs) but a baby girl was born during the trip.
