During informal meetings between Canada and representatives from Honduras, El Salvador, Nicaragua and host Guatemala on July 10 and 11, Canadian officials discussed "outstanding issues" and relayed Canada’s desire to be treated the same as the United States was during its negotiations with the four-country bloc, spokesman Brooke Grantham said.
Guatemala’s foreign affairs minister, Jorge Briz Abularach, has been in Ottawa for the past week to meet with Canadian officials and reopen the consul in Montreal.
Abularach said Guatemala is in favour of transparency when it comes to the negotiations and that the Central American countries are not asking for them to remain hidden.

The Honourable Peter MacKay, Minister of Foreign Affairs and Minister of the Atlantic Canada Opportunities Agency, today announced the visit to Canada of Jorge Briz Abularach, Guatemala’s Minister of Foreign Affairs, from July 13 to 18, 2006.
Minister MacKay will host a bilateral meeting with Minister Briz on July 18, which will be followed by a dinner for the Guatemalan minister and his delegation.

The United Nations High Commissioner for Human Rights and Guatemala have agreed that a UN human rights office will be opened in the Central American country later this year to advise the government on strengthening civil liberties observance after decades of civil strife have left a legacy of social discrimination.
High Commissioner Louise Arbour and Foreign Minister Jorge Briz Abularach signed the agreement yesterday at UN Headquarters in New York and it will come into force after the Guatemalan Congress ratifies it, probably this spring, the High Commissioner's Office (OHCHR) said.
Guatemalan factions ended their conflict in 1996 and a team, the UN Verification Mission in Guatemala (MINUGUA), was put in place to monitor the peace process.

NEW DELHI: Guatemala has expressed keen desire to expand economic ties with India, and has said that the Government was working towards easing visa procedures to facilitate the visits of Indian businessmen and tourists.
The visiting Guatemalan Minister of External Relations, Mr Jorge Briz Abularach said, “some of the problems regarding the delay in issue of visa would be sorted out soon.” He was addressing an interactive business meeting, organised by the Confederation of Indian Industry (CII), here on Thursday.
Inviting Indian businessmen to invest, the visiting Minister said that Guatemala was a country of “big opportunities,” since it was the gateway to Latin and Central America.

Rodas Furlán, who headed the bookbinding department of the Tipografía Nacional de Guatemala, was a witness in a case against Guatemalan Vice President Juan Francisco Reyes López, who is accused of using the printing house to print hundreds of thousands of pamphlets against Chamber of Commerce President Jorge Briz Abularach.
The pamphlets were distributed one week after workers, campesinos and businesspersons started massive protests against a hike in the value-added tax (IVA, equivalent to a sales tax) on August 1; Briz was a leader in business opposition to the increase.
