Jorge Fernando "Tuto" Quiroga Ramírez (born May 5, 1960) was President of Bolivia from August 7, 2001 to August 6, 2002.
Quiroga assumed office as acting president on July 1, 2001 and was sworn-in on August 7, to complete Banzer\'s five-year mandate.
Quiroga ran for President in his own right in 2005 election, as the candidate for a new right-of-center coalition known as Social and Democratic Power (PODEMOS), which included the bulk of Banzer\'s former ADN organization.

The 2005 Bolivian presidential election was held on December 18, 2005.
The two main candidates were Juan Evo Morales Ayma of the Movement Toward Socialism (MAS) Party, and Jorge Quiroga, leader of the Democratic and Social Power (PODEMOS) Party and former head of the Acción Democrática Nacionalista (ADN) Party.

In the June 2000 national elections, former President Gonzalo Sánchez de Lozada (MNR) placed first with 22.5% of the vote, followed by coca advocate and native peasant leader Evo Morales (Movement Toward Socialism, MAS) with 20.9%.
Morales won the election with 54 percent of the votes, an absolute majority unprecedented in Bolivian elections.

Protests again in September-October paralyzed the economy, forcing Banzer's government to grant economic concessions to indigenous groups, although it refused to alter its plans to end illegal coca production.
In Aug., 2000, illness led Banzer to resign the presidency; the vice president, Jorge Fernando Quiroga Ramírez succeeded him.
After a close election in June, 2002, in which no presidential candidate won 50% of the vote, the congress elected former president Gonzalo Sánchez de Lozada, who had won a plurality.
