On 29 January, the President of Angola, José Eduardo dos Santos, appointed a new cabinet and temporarily assumed the functions of Prime Minister and Commander-in-Chief of the Armed Forces.
In his letter, President dos Santos further emphasized that his Government was not opposed to the appointment of a representative of the Secretary-General who, from New York, could maintain contact with the Government of Angola in monitoring the evolution of the situation in the country.
Subsequently, on 18 February, the Government of Angola and the UNITA Restoration Committee (UNITA-Renovada), which was established in Luanda in September 1998, held a joint meeting in Luanda to review the implementation of the Lusaka Protocol (S/1994/1441, annex).

The writer and philosopher, Eduardo Lourenço won the Camões Prize in 1996, followed by the Angolan Pepetela - pen-name of Artur Carlos Maurício Pestana dos Santos - who then "passed the sceptre" to Brazilian, António Cândido de Mello e Souza in 1998.
The first prize-winner was the Portuguese writer, Miguel Torga, in 1989, followed by the Brazilian author, João Cabral do Melo Neto in 1990, the Mozambican writer, José Craveirinha in 1991 and once again a Portuguese author, Vergílio Ferreira, in 1992.
Her fellow countryman, Jorge Amado won the prize in 1994, followed by the Portuguese, José Saramago in 1995- three years prior to international recognition through his award of the Nobel Prize for Literature.

 UN Secretary General Kofi Annan Visits Angola
In his meeting with President JosÂŽ Eduardo dos Santos later that same day, the Secretary General briefed the President on his meeting with Savimbi and spoke optimistically about the promises he had received from the UNITA leader, saying the meeting was a "decisive and concrete" step in the peace process.
In return, the Secretary General told Prime Minister van Dunem and the assembled guests that he hoped all the obstacles toward unity and national reconciliation could be cleared soon and he called on UNITA to comply with its obligations under the Lusaka Protocol.
While in Luanda, the Secretary General also chaired a session of the Joint Commission where he told Commission members that he was "profoundly encouraged" with the steps taken to consolidate the peace process.
