PANDO, JOSÉMANUEL[Pando, JoséManuel], 1848?-1917, Bolivian statesman, president of Bolivia (1899-1904).
The result was a liberal government under Pando, with the capital at La Paz instead of Sucre.
In his administration financial reforms were accomplished, but trouble with Brazil over Acre resulted in the loss (1903) of that region, with the only solace the promise of the Madeira-Mamoré RR as an outlet for E Bolivia.

In 1838, a military rebellion under Jos¾ Rafael Carrera led to the establishment of a traditional of dictatorships which exploited the native Indian population and ignored human rights.
Under the first president, dictator General Jos¾ Antonio P«ez (1830-48), a dictatorship system was established and the country was in a constant state of upheaval as competing military leaders tried to take over until 1961 when a new constituion was adopted.
The Liberal, Dr Jos¾ Maria Velasco, who had been president from 1933-5 and 1944-7, was re-elected in 1960 but was deposed by a military junta in 1961.
Local photographers, such as Manuel Maria Zapata in Totora or M. Garca in Cochabamba, devoted their careers to portraits commemorating family events such as weddings, first communions, and graduations, generally made in their small studios on the central plazas of their hometowns.
Jimnez Z., Jos C. Jimnez had a studio in La Paz at Calle Bolvar 319 in the early 1930s and was active through the 1950s.
Zalles was a nephew of the Bolivian president, JosManuelPando, and had recently worked in the Bolivian legation in Washington, DC.
