		Jose Concepcion, Namfrel national chair, said it was Tancangco's precinct mapping project, began in 1997, that contributed to the problem of registered voters not being able to find their names in the master list of voters provided by the Commission on Elections.
		This, said Concepcion, was the reason for the confusion in many precincts, as well as the disenfranchisement of voters.
		Concepcion said Tancangco should have corrected this mistake by simply reconstructing the lists and returning the names of the voters which were stricken out.

		CONCEPCION, 35, of George Street in East Haven, was named as a defendant in three counts of a 23-count Superseding Indictment returned by a federal grand jury in February 2003.
		CONCEPCION pleaded guilty today to Count 1 of the indictment, which charges him, Shoreline Motors Corporation (which did business as Shoreline Mitsubishi), and eight other former managers and salesmen of Shoreline Mitsubishi with conspiracy to commit wire fraud.
		CONCEPCION also admitted that, in some instances, customers who purchased cars at Shoreline Mitsubishi were charged a substantially higher price for the automobiles than the customers had agreed to pay.
