Josep Borrell Fontelles (born April 24, 1947) is a Spanish politician.
On September 28, 2006, Josep Borrell argued that there are Nordic countries in the European Union which have not experienced the rigours of war, demonstrating a lack of knowledge in history.
Borrell was trying to defend the decision by the European Parliament to acquire their premises in Strasbourg, and pointed out that much of the opposition came from people in countries which supposedly had not experienced war.

Josep (Catalan version of José) was born in La Pobla de Segur (Lleida), in 1947.
In 1999 Borrell was elected Chairman of the Mixed Commission of Congress-Senate for the European Union, and in 2000 he was re-elected to occupy the same post.
Josep Borrell is the official candidate for the PSOE Party in the European elections 2004.

The former leader of the Spanish Socialist party was elected leader of the Parliament after a power-sharing deal between the two largest political groups at the European Parliament, the European People's Party (EPP, center-right) and the European Socialist Party (ESP, center-left).
Under the terms of the deal, Josep Borrell will only serve the first half of his mandate (2.5 years) before stepping down in favour of the EPP candidate, Hans-Gert Poettering, of Germany.

On 1 April, the European Parliament adopted at unanimity, a resolution in favour of the Olympic Truce (a tradition that goes back to the ninth century).
Participants included Pal Schmitt, Hungarian MEP and Olympic team sword champion on two occasions who was invited to sign in a personal capacity a declaration that had been signed, for example, by Nelson Mandela, who also called for the truce to be respected.

President of the European Parliament Josep Borrell, when talking about the Strasbourg seat of the European Parliament, last week stated that the “historic dimension [of Strasbourg] cannot be perceived in the same way in ’some Nordic country’ which did not participate in WWII” (news story from EUObserver here).
It has been generally assumed that he was referring to the oneseat.eu campaign that was initiated by a Swede but supported by people from all over Europe, but there are so many things wrong with this statement that it’s hard to know where to start.
Given that Borrell’s country didn’t participate in WWII either, he seems to be denying the validity of his own opinion.
