  EPA History - Joseph A. Cannon
Cannon had previously served for two years as EPA's Associate Administrator for Policy and Resource Management, where he played a central role in the development of the agency's rules tightening the standards for lead in gasoline.
In his new position, Cannon will be responsible for setting and enforcing standards for national ambient air quality, new source performance standards, hazardous air pollutants and those for prevention of significant deterioration of air quality, for establishing and enforcing emission standards for mobile sources (vehicle and aircraft), and establishing radiation standards.
Cannon is married to Janeal Cannon and has four sons.

Cannon, a member of the Republican Party, was elected as to the United States House of Representatives from Illinois to the Forty-third and to the eight succeeding Congresses (March 4, 1873-March 3, 1891), and was the chairman, Committee on Expenditures in the Post Office Department (Forty-seventh Congress), Committee on Appropriations (Fifty-first Congress).
Cannon was an unsuccessful candidate for reelection in 1912 to the Sixty-third Congress, but was elected to the Sixty-fourth and to the three succeeding Congresses (March 4, 1915-March 3, 1923).
Joseph Cannon died in Danville, Vermilion County, Illinois, Illinois, with an interment in Spring Hill Cemetery.

In 1989 Cannon's lawyers requested a stay of execution on the grounds that he was insane and therefore incompetent to be executed.
In addition to this Cannon was severely sexually abused by his stepfather (his mother's fourth husband) when he was seven and eight and regularly sexually assaulted by his grandfather between the ages of 10 and 17.

Guilford co., N.C. A lawyer in Illinois, Cannon served as a Republican in Congress from 1873 to 1923, except for the years 1891–93 and 1913–15, when first the Populists and then the Progressives were able to defeat him.
As speaker he carried the traditional power of his office to appoint all legislative committees to its ultimate arbitrary extremes, dictatorially ruling the House in the interest of his fellow "Old Guard" Republicans and suppressing minority groups.

Conflict Between Leaders: Joseph Cannon and Theodore Roosevelt By fall 1902, several weeks before the adjournment of the 57th Congress (1901-1903), members of President Theodore Roosevelt's administration concluded that Representative Joseph Gurney Cannon of Illinois, then-chairman of the Committee on Appropriations, would be elected Speaker at the commencement of the 58th Congress (1903-1905).
Cannon recognized that when a forceful, activist chief executive was in office, the legislature could sometimes be led by the executive.
Cannon continued as Speaker in the 61st Congress, and proceeded to forge a relationship with the new President, William Howard Taft.
