DesBarres, Joseph Frederick Wallet, military engineer, surveyor, governor of Cape Breton and of PEI (b Montbéliard, France, Apr or May 1729; d at Halifax 27 Oct 1824).
His skill in surveying and mapping had been noted, and in 1763 he was employed by the Admiralty to prepare charts of the coastline and offshore waters of Nova Scotia, at the same time that James COOK was working in Newfoundland and Samuel HOLLAND in the Gulf of St Lawrence and New England.
In 1784, DesBarres embarked on a new career when he was appointed the first lieutenant-governor of Cape Breton, and in 1785 he laid out the settlement that would become SYDNEY.

DesBarres was undoubtedly happy with this arrangement since he resented Holland, perhaps because of the latter’s seniority and better connections; indeed, he may have suggested the Nova Scotia survey to Spry in order to avoid working under Holland.
DesBarres was almost certainly not as heavily influenced by Palmer as was alleged, since he was percipient and headstrong enough not to be led by advisers.
It is not known whether DesBarres had bothered to marry her before she arrived in North America, but thereafter he remained loyal to her and severed personal connections with Cannon, who continued to defend his land titles in the courts against creditors and against tenants increasingly seeking to own their own property.

DesBarres, who is seen as having lived through important changes in Nova Scotia's history, is thought to have been born in Basel, Switzerland and was a member of a Huguenot family.
Desbarres served as the lieutenant governor of Cape Breton Island from 1784 to 1787, and laid out the original plan of the capital, Sydney.

At Woolwich, DesBarres was trained as a military engineer which, as such, was to give him a superior knowledge of the building of fortifications and of how to destroy them; his training at Woolwich was to also give him a solid grounding in land surveying and in the preparation of maps.

Ten years later, on August 25, 1765, the land that is now known as DesBarres Grant was given to Colonel Joseph Frederick Wallet DesBarres by the Crown.
DesBarres was awarded 20,000 acres of land in and around Tatamagouche, but in order to keep his title to the land, he had to settle the land with approximately 100 Protestants within 10 years or the crown would take back the grant.
Over the next few years DesBarres tried ardently to attract tenants to his property, but low land prices elsewhere in the province made the prospect of renting unappealing to most.

DesBarres was a military officer, engineer, administrator and surveyor, and used his Falmouth estate as a base during his surveys for the Atlantic Neptune, a series of charts depicting coastal North America.

Joseph Des Barres as publisher now receives the lion’s share of credit for the achievement of the Atlantic Neptune.
Ultimately, the project required gathering and integrating four types of data: Astronomical observations to establish geodetic control points, topographical surveys by means of triangulation, hydrographical observations (soundings, etc.) conducted by the Royal Navy, and artists’ renderings of coastal profiles to be used in recognition views.
Holland’s finished surveys were sent to England, where in 1774 Joseph Des Barres assumed responsibility for their publication.
