In 1957 Montoya was elected to the U.S. House of Representatives in a special election after the sudden death of the recently reelected New Mexican Congressman Antonio Manuel Fernández.
Montoya won the 1964 Senate election to complete the term of Dennis Chávez, who died in office, despite the fact the Governor of New Mexico, Edwin L. Mechem, had resigned the governorship in order fill the seat temporarily.
Montoya's most important accomplishment was his work on the Senate Agriculture Committee, where he gained expertise concerning the inspection and regulation of the meat packing industry.

Survivors include his wife of 50 years, Joann Nalley Malone; two daughters, Theresa Malone, Bloomington, Ind.; and Joni Sholtes, Fern Creek; three sons, Joe Malone and Mike Malone, both of Louisville, and Jude Malone, New Albany, Ind.; 10 grandchildren; three stepgrandchildren; three step- great-grandchildren; and a sister, Ruth Browning, Louisville.
He was preceded in death by his parents, James Micajah and Mary Effie Mattingly Malone; four brothers, Clement Malone, Eddie Malone, Curly Malone, and his twin brother, Harry Malone; and two sisters, Dorothy Ann Badgett and Pauline Buckman.

After the movie, the director and Joseph took questions, many questions were about working with the dogs and getting the movie made.
In a couple of scenes he could have worked on his inflection (tone and modulation of voice to fit the scene) but that was not too noticable and did in no way detract from the movie or his performance.
