Joseph E. Kernan III, the oldest of nine children, was born to Joseph E. II and Marion Kernan in Chicago on April 8, 1946.
Kernan was sworn in as governor on Sept. 13, 2003 by Supreme Court Justice Theodore Boehm.

Joseph Kernan rode with Gov. Frank O'Bannon in an ambulance to Northwestern Memorial Hospital in Chicago early Monday after the governor suffered a cerebral hemorrhage in his hotel room.
Shortly after arriving at the hospital, Kernan left for the airport where he was flown back to Indianapolis by a helicopter.
According to the Indiana Constitution, the governor must hand in a written declaration that he is unable to execute the powers and duties of his office to the president pro tempore of the Senate and the speaker of the House.

Kernan spokeswoman Tina Noel said to her knowledge Kernan has never voted on abortion legislation but it makes some at St. Joseph’s wonder how he can be opposed to abortion although he supports women's rights to choose.
