McMinn County, located in southeast Tennessee, was established by the Tennessee General Assembly in 1819.
Named for Governor Joseph McMinn, the county was created from lands ceded by the Cherokees in the Hiwassee Purchase.
McMinn County's primary historical attractions are the exhibits at the L&N Depot, Etowah; the Englewood Textile Museum; and the McMinn County Living Heritage Museum, Athens, which interprets the county's history from the days of the Cherokees to the economic transformations of the 1940s through thirty exhibits.

Joseph McMinn, farmer, state legislator, Indian agent, and governor, was born at Westchester, Pennsylvania, on June 22, 1758.
McMinn served in the Continental army during the American Revolution.
As a member of the state constitutional convention in 1796, McMinn was chosen to deliver a copy of the state constitution to U.S. Secretary of State Timothy Pickering in Philadelphia.

Joseph McMinn, the fifth of ten children of Robert and Sarah Harlan McMinn, was born on June 22, 1758 on a farm at West Marlboro Township in Chester County PA.
It was to the Legislature of this Territory that Joseph McMinn was chosen by Gov. William Blount to represent Hawkins Co. In the sessions of 1794 and 1795 McMinn gave an excellent account of himself throughout the deliberations of that body.
When the Constitutional Convention was held in Knoxville of Jan. 11,1796, Joseph McMinn, an active member, had the distinction of being chosen to carry the new State Constitution to the Secretary of the U.S., Thomas Pickering, at the seat of the government at Philadelphia.

McMINN, GILBERT ROTHERDALE (1841-1924), surveyor and public servant, and WILLIAM (1844-1884), surveyor and architect, were born at Newry, County Down, Ireland, sons of Joseph McMinn, bank manager, and his wife Martha, née Hamill.
McMinn warned the contractors that their progress was unsatisfactory and although the 'wet' had ended annulled the contract on 3 May. The remaining eighty-three miles (134 km) of the section were finished by government parties, but McMinn's action was ill judged.
Until J. Parsons arrived at Palmerston in May 1884 McMinn acted as government resident for fourteen months; his quarterly reports were succinct and practical, and he was also responsible for finding the tree marked by Stuart when he reached the north coast.

Joseph McMinn, Governor of Tennessee (1815-1821) writes to Georgia Governor William Rabun (1817-1819) on June 27, 1818 to inform him that the states' commissioners have extended the boundary line according to the territory ceded by the last treaty (probably the Treaty of Cherokee Agency, July 8, 1817) as far as necessary.
McMinn informs Rabun that Joseph Vann has complained to him that settlers are encroaching on his estate, and McMinn points out that Vann has a right to remain there unmolested until he is compensated, in accordance with the treaty, for at least the improvements he has made.
Since Vann's property lies within the Georgia boundary, McMinn urges Rabun to settle this matter, and he tells Rabun that there are other Cherokees in a situation like Vann's who should be protected against intruders until the government fulfills its pecuniary obligations to them.
