Naper who was thirty-nine impressed the other members of the Assembly as being friendly, intelligent and statesmanlike in his judgments.
At the meeting of the legislature that began soon after the start of the new year, Naper who represented Cook County in the General Assembly was able to turn the Chicago meeting resolution aside and quietly advocate the creation of a new county from townships in southwest Cook County.
Captain Naper was elected again in 1838, and the legislative session began soon after the first of the year in 1839.

When Amy Naper and husband John Murray emigrated to Illinois, they were nearly a generation older than the rest of the pioneers.
The Naper brothers, the Butterfields and many others were in their early thirties or younger, while John was 46.
John Murray, the wife of Amy Naper and brother-in-law to Joseph and John, was also an original founder of our town, drawing up the subscription of the town’s first school in 1831.

When Joseph Naper was sworn in as Naperville's village president in 1857, he promised to uphold the Constitution of the United States, the Constitution of the State of Illinois and to perform the duties of president according to the law and to the best of his understanding.
Because of that vow, before he took and signed the oath of office to become village president, it is believed that Joseph Naper gave up his dueling pistols to a friend or family member to keep.
According to research conducted by Naper Settlement staff, this type of dueling pistol set was manufactured by Henry Deringer of Philadelphia from the late 1820s to 1866.

The vacant land is significant because the parcel has been verified by Naperville Heritage Society researchers to be the location of Captain Joseph Naper's original homestead - the former home site of Naperville's founder. 
"We think it's appropriate that the land where Captain Joseph Naper first lived is now owned by the City of Naperville, especially as we celebrate the 175th anniversary year of the city's founding," said Craig Blomquist assistant manager special projects.
