It appears from the record that at the general elections held in the Province of Laguna of June 3, 1919, Feliciano Gomez, Juan Cailles, and Apolinar Barbaza were the only candidates for the office of provincial governor.
Juan Cailles filed a motion of protest within two weeks after the proclamation of the result of the election, and after notice to the other two candidates voted for, he contested the election of Feliciano Gomez.
The ballot for Cailles, C-107, admitted by the court, should be rejected, because the name "Juan guis: voted for governor is not similar to that of the protestant.

Tomas Dizon contested the election of Juan Cailles in several precints of the municipalities of the province.
Juan Cailles, in turn, filed a counter-protest against Dizon challenging his election in all other precints of the province.
The surname "Hermanez" written after "Cailles" in ballot D5, precinct 3 of Cabuyao, was by mistake written, by the voter after "Cailles", but there is not doubt that "Hernandez" is the surname of "Demetrio" voted for the office of member of the provincial board.

 Laguna - Wikipedia, the free encyclopedia
Captain Juan de Salcedo with a band of one hundred Spanish-Mexican soldiers and many Bisayan allies conquered the province and its surrounding regions for Spain in 1571.
When a detachment of British troops under Captain Thomas Backhouse entered the province in search of the silver cargo of the galleon Filipino, Francisco de San Juan of Pagsanjan led a band of volunteers that fought them in several engagements in and around the town which was then the provincial capital (1688-1858).
Upon the outbreak of the Filipino-American War (1899-1901), General Juan Cailles and General Paciano Rizal led the defense of Laguna until June 30, 1901, when surrender became inevitable.

The Philippine-American War was a war between the armed forces of the United States and the Philippines from 1899 through 1913.
However General Cailles being an honorable soldier, let the defeated Cheatham recover the bodies of the eight slain soldiers after the battle.

Pangil owes much of its heritage to the various people who have come in waves over the centuries, each group leaving its indelible mark producing a unique blend of East and West, both in its appearance and culture.
Diego Oropesa and Juan Placencia found their way to Pangil and converted the early settlers to Christianity.  Not only did they bring religion with them, but also their Western way of life, their laws, educational system and most importantly, town planning and administration.

The town joined the revolution against the Americans under the leadership of General Juan Cailles and Fidel Sario.
