In 1993, Juan Carlos Wasmosy of the governing Colorado party won the presidency, but his power was weakened by a divided legislature, labor strikes, and the demands of farmers for more equitable land distribution.
Wasmosy was later (2002) convicted of corruption because of his role in a bank scandal during his presidency.

On the morning of Monday, April 22, Wasmosy called General Oviedo to the presidential palace and informed him that he was relieving him of his duties as commander of the Army.
Although Wasmosy's contradictory signals in dealing with the General might have favored the president, whether intentionally or unintentionally, his military supporters were gambling that Oviedo would be unwilling to buck the trend toward democracy in the region.
Despite his successful confrontation with Oviedo, Wasmosy is viewed as a weak and ineffective leader by many of his countrymen and the perception of a weak president and weak party leaders contributes to broad disillusionment with the political process.

Wasmosy, who is accused of misappropriating close to $6 billion during his five years in power, a sum equal to 60 percent of Paraguay's annual gross national product, named Oviedo to head the army shortly after assuming the presidency 1993.
Wasmosy accused his military commander of plotting a coup against him, but then reached an accommodation and dropped the charge, only to revive it after Oviedo resigned from the military and emerged as the front-runner in the campaign to replace him in the 1998 presidential election.
Wasmosy had the general arrested and tried on the old coup charges, with a military court sentencing him to 10 years in prison.
