Wasmosy came into conflict with the military during his administration, in particular with General Lino Cesár Oviedo, the head of the army.
Wasmosy was invited to stand as president in August 1993, by the Asociación Nacional Republicana (ANR; Colorado Party) after he, as a successful businessman, headed the consortium involved in the construction of the world's largest hydroelectric dam – Itaipu, bordering Paraguay and Brazil.
Wasmosy was born in Asunción, and graduated in civil engineering from the National University of Asunción in 1962.

In 1998, Raúl Cubas stood against Wasmosy, his main policy being freeing Oviedo, and Wasmosy was beaten.
In 2002, Wasmosy was convicted of defrauding the Paraguayan state and was himself sentenced to four years in prison.

Ese día Wasmosy destituyó al general Lino César Oviedo Silva, comandante en jefe del Ejército y director de su campaña presidencial en 1993, que ambicionaba su designación por el partido para las presidenciales de 1998 tras aceptar a regañadientes su marginación en las elecciones primarias de 1992.
Wasmosy, que había sido acusado por Argaña de hacer política al dictado de Oviedo, se apresuró a apoyar discretamente a su detractor en las primarias del 7 de septiembre de 1997 para cortarle el paso al controvertido general, configurado ahora como la máxima amenaza.
El 27 de octubre Wasmosy, en una demostración de autoridad, zanjó la disputa ordenando el arresto de Oviedo, que el 9 de marzo de 1998 fue condenado a diez años de prisión al hallársele culpable de sedición en relación con la algarada de 1996.
