Parts met the county district officials, visited the Matsalu national park, mingled with students and teachers of the town's high school and laid a wreath at the Independence War Monument in what was one of his most trying days as head of government.
Parts, who has been known to strike out verbally against his political opponents, apologized to Lihula residents for the fact that they have Tiit Madisson as the head of their county district.
Parts, who had promised after the monument removal in September to visit Lihula at some point, reportedly ended the meeting in the school after a local doctor asked whether the prime minister was concerned about his safety in Lihula.

Parts announced the dissolution of his coalition government - the 10th to lead the country since independence from the Soviet Union in 1991 - after some coalition lawmakers sided with the opposition in a no-confidence vote against Justice Minister Ken-Marti Vaher.
Parts said in a news conference on March 24th that no party in Parliament should avoid the responsibility of forming a government, and that the Reform Party and maybe the People's Union could be the principal driving force in shaping the new coalition.
Parts said Res Publica, a young party he helped create in 2001, would consider cooperating with the Reformists, if Ansip admitted the no-confidence vote on Vaher and the whole government crisis were in fact actions of manipulation.

Vaher, born in Tallinn in 1974, was educated at the University of Tartu, where he received a bachelors degree in law.
A carrier politician and civil servant Vaher served as Director of the State Audit Office as well as a member of the Tallinn City Council, before being appointed to the Minister of Justice position in the Juhan Parts government.
On 24 March 2005, Prime Minister Juhan Parts announced that he would step down from the position of Prime Minister and request that the President reform the government, in part having to do with Parts' support for the program.

The events that have precipitated this is friction between the two main governing coalitions, Parts' Res Publica party and the Reform Party.
The two parties haven't been getting along the last couple months since Parts demanded, and got, the resignation of foreign minister Kristina Ojuland, also from the Reform Party.
