Julian Corbett - Wikipedia, the free encyclopedia
Corbett stated that you cannot conquer the sea because it is not susceptible to ownership.
Corbett’s strategic defence advocated such measures as an intense local offensive, the projection of land forces, various types of blockades, and raids on enemy trade routes.
Corbett did not believe that the concentration of naval forces at sea was the highest and simplest law of strategy.

 STRATEGY IN THE NAVY (1909)
Corbett's volume is read by young naval officers it must have a disastrous offset upon the Navy for it cannot but leave their minds in doubt upon every one of the principles which the strategists of the four great navies of the modern world are agreed as regarding as fundamental.
Corbett appears to me to have mistaken the difference between the centre of gravity and the periphery of a given war for the difference between two degrees of strength in the motives and energy with which war is carried on.
Corbett, are the eyes of a fleet, and are also the instruments for patrolling the sea communications in order to deny their use to the enemy and to preserve it for ourselves.

Corbett, Clausewitz, and Sun Tzu - NWC Review, Autumn 2000: Handel
Corbett’s first argument was that superior concentration at sea cannot necessarily force a major engagement, because it is easier for the enemy’s fleet to avoid battle at sea than it is for an army to do so on land.
Corbett’s preference for a limited war of a particular type in a particular place, and his preference for the strategic (though not operational and tactical) levels are all part of his search for the comparative advantage of Britain—or that of any other nation in similar circumstances.
Corbett’s theory is also the answer to the chimerical search for the decisive battle, in that he uses the “lower means” of war to secure the positive results necessary for an eventual move to the “higher form” if necessary.

However, Corbett went beyond the continental outlook and showed that Limited War is the ideal type of war for a maritime power, especially one that is an island with frontiers not easily assailed and thus serve as a defence against territorial invasion.
Corbett explained that attack against overseas possessions by the weaker opponent is the ideal Limited War scenario and used the conquest of Canada in the Seven Years War as the best example of the weaker belligerent attaining its end by this form of war.
Corbett was faced with the dilemma that the ships used for control of the sea were also the same ships the fleet needed as the eyes of the fleet for scouting.

Mahan certainly perceived Corbett as a Clausewitzian: "Corbett relies mainly on Clausewitz." (14) Donald Schurman suggests that he was introduced to Clausewitz around 1906 by Captain (later Admiral) Edmond Slade, director of the Royal Navy's war course and later director of Naval Intelligence.
Corbett's belief in the power of the naval defense, however, which was rooted in Clausewitz's analysis of attack and defense, did serve to support the Blue Water view of the unlikelihood of a successful amphibious invasion of Britain.
Corbett's lectures are preserved in "Lectures on Naval Strategy by Sir Julian Corbett," Corbett Papers, "Deed Box," MS 81/143 in Britain's National Maritime Museum.

Corbett argues that the primary object of the fleet, therefore, is to secure sea lines of communication, putting the enemy’s fleet out of action if it is in a position to render them unsafe (102).
Corbett theorized that victory at sea is dependent upon the relative strength of one’s force and the exploitation of one’s “positions”—naval bases, commercial, and nearby focal areas where trade routes converge (106).
Corbett cautions that naval fleets are difficult to replace and should not be “thrown away in ill-considered offensives” when attempting to achieve a decisive victory.

Julian Corbett (1854-1922), a British naval historian and military theorist in the early 20th century, likened the geopolitical situation in which Japan faced off against the Korean Peninsula to that between Britain on the one hand and the Netherlands and Belgium on the other.
Corbett said Japan's policy on the Korean Peninsula was similar to British concerns of "securing the control of those intervening waters and particularly with efforts to prevent any great continental power from obtaining a footing on the Dutch or Flemish coasts."
Corbett also pointed out that "the Korean Peninsula, in the very jaws of the Straits," was difficult to attack with continental operations but easy to defend by maritime action.

ARMED FORCES JOURNAL - The fleet we need - August 2006
With regard to military operations and doctrine, Corbett is especially pertinent, as he eschewed Mahan's slavish devotion to concentration of the fleet.
Like Liddell Hart and John Boyd, Corbett understood that dispersal maximized the effect of the fleet's ability to exploit surprise, flexibility and complexity relative to the opponent.
Corbett is clearly having an influence today as the emergent Naval Operational Concept is pregnant with discussions regarding distributed operations, the antithesis of one of Mahan's canonical principles.

In this work, he emphasizes precise definitions of terminology and ideas as the antidote to loose and purposeless discussion and the direct path to the fundamental data on which all are agreed.
He places naval warfare within the larger framework of human conflict, proposing that the key to maritime dominance lies in the effective use of sea lines for communications and in denying that use to the enemy.
Corbett’s view of naval strategy as a means to an end, with a goal defined by national strategy, makes this a work of enduring value to military professionals, historians, and students.

Before men of vision developed airpower theory there were men like Alfred Thayer Mahan and Sir Julian Corbett who contributed to the growth of naval power through their writings and influence.
Sir Julian Corbett (1854-1922) was a brilliant exponent of the principles of maritime strategy.
Thus, if Mahan is to be remembered as having brought naval history to its proper, rightful place in the history of international relations and economic affairs, Corbett is to be enshrined as the person who best understood the utility of sea power, even in limited war.

Corbett's writing style is dense, but what he says is deeply thought out and very important.
There are some interesting differences between what Corbett and Mahan say on some points, but this seems to be explained mostly by Corbett having analyzed things and drawn conclusions from a very UK-centric perspective.
That is, both Corbett and Mahan studied some of the same historical naval battles and campaigns from before the American Revolution, and Great Britain was a direct participant in most of these battles while Mahan viewed them with more detachment and perhaps with greater objectivity.

Conclusion:  Sir Julian S. Corbett provides an insightful analysis of the U.S. Navy’s strategic concept by defining strategy, maritime strategy and naval strategy; as well as, analyzing and comparing Forward From the Sea’s (FFTS) view of  naval functions, roles and missions against naval history.
Corbett repeatedly emphasizes the limitations of naval forces in the areas of power projection, forward presence and strategic deterrence, which FFTS appears to overlook.
Finally, Corbett stresses that command of the sea (much less maritime supremacy) cannot be assumed and that it is merely a means to an end.

 SOME PRINCIPLES OF MARITIME STRATEGY...
The history of the theory of naval warfare has long been in the debt of Julian Corbett, so Naval and Military Press are happy to announce the publication of this reprint of the 1918 edition of his important work.
He looks at how England, with an active naval policy, was able to prevent often stronger nations and navies from ever landing successfully, or cutting supply routes from colonies and empire.
- By using the history of navies to good effect, Corbett illustrates his points clearly and well: naval strategy and tactics is often regarded as somewhat specialised for the general reader of military history, but Corbett makes the subject easy to understand, yet emphasises the complexities of his subject without recourse to jargon or technobabble.

However, by expanding naval theory to include broadly maritime concerns, which incorporate the interaction of land and sea, the scope of space operations can be adequately modeled.
In fact, maritime theory already exists, in the work of Sir Julian Corbett, on the basis of which maritime strategy can be defined and then the principles of space theory developed.
The resulting maritime-based space theory largely meets the test of current observations and ideas while highlighting significant areas that contemporary space literature has omitted.

Sir Julian Corbett was a British Maritime Strategist who developed his theories on Command of the Sea at the same time as the US Naval Strategist Captain Alfred Thayer Mahan.
Using historical research as a basis for his theories, Corbett demonstrated that trade was an integral dimension of Maritime Strategy and that Command of the Sea was for the ultimate purpose of protecting trade.
Many of Corbett’s ideas were drawn from Von Clasewitz, the German military strategist, and adapted to the maritime environment.
