  Juminhyo - Wikipedia, the free encyclopedia
A juminhyo (住民票) or jyuminhyo is a registry of current residential addresses maintained by local governments in Japan.
A typical juminhyo is a handwritten record name and address.
Juminhyo registration is also required before one can register a name seal (inkan), which functions as one's signature.

If the juminhyo was used merely to confirm one's address, this might pose little problem, but many organizations -- banks and schools, for example -- rely on the certificate to determine relationships within a family.
Not surprisingly, this can be a source of trouble for those the juminhyo does not include, in particular foreign spouses with children.
Among the problems "invisible dads" and "missing moms" have had to put up with: neighbors who assume their marriage is not legal and their children are illegitimate; visits to their "single-parent household" by welfare officials; and, more seriously, complications when trying to gain the right of child custody after a divorce.

An international driver's license is valid for one year from the day of entry to Japan, however, if the validity of the license expires within the year, the license is valid only until the expiration date of the license.
Note: Persons who are registered residents (have a juminhyo) of Japan or are registered aliens in Japan and have obtained an international driver's license after leaving Japan and then reenter the country, must have been out of the country for a period of more than 3 months to have the license accepted.
After one year has passed, persons who are registered residents (have a juminhyo) of Japan or are registered as aliens in Japan and have left Japan and reentered the country, must have been out of the country for a period of more than 3 months in order to drive.

As a little publicity stunt, Nishi-ku, a district of Yokohama, announced last month that they were going to declare the seal, now known as "Tama-chan," a resident of the district, and issue him an official residency certificate ("juminhyo").
In many cases -- like getting a loan, for example -- the juminhyo is used as proof that you are a resident of where you say you are.
So, some foreigner's groups have started pointing out that, although Tama-chan is a welcome addition to the community, there are many other mammalian residents of Japan who are equally as deserving.

Your child could be named and registered under your wife's juminhyo (e.g., Hiromi Suzuki), and then you could fill out the paperwork to apply for your little one's Canadian citizenship with another name (e.g., Pat Hiromi Smith).
If, however, your wife has "dropped" her name from her juminhyo, then you probably have to use your last name (which may be advisable under many circumstances, according the posts from the other authors).
I believe this is true (somebody correct me if this is wrong), because you would be the head of the family according to the ward office.

If they give you a hard time, go to the next bank (you can actually get any bank to open an account for you with a little persuasion, but if you dont speak Japanese its gonna be way easier just to go to a different bank).
These banks are in the minority, but you could try a couple with your juminhyo before you actually get a hanko made.
It will save you both time and money (the cost of making the hanko) if you can find a bank that doesnt require you to have one.

Was told by Nagoya Immigration that I'm eligible to apply for permanent residency after 3 years from the date of marriage.
Apparently I don't need to include anything apart from the two page application form and my wife's Juminhyo and Family Register.
No mention of any handwritten supporting letter nor did they say I need to attach evidence of taxes paid, etc.

Stray Seal in Yokohama, named Tama-chan was awarded official Japanese “residency registry certificates” (aka “Juminhyo” in Japanese) and this is causing some rally among resident foreigners.
The group is called Friends of Tama-chan” and they make some good point.

Persons registering as aliens (excepting those who will reside in Japan for less than one year) can also record the names, birthdates and nationality of those family members who will coreside with them while in Japan.
In Japan, the "juminhyo" or household register is an official record of households and the family members composing each household.
Foreign residents' names cannot by law be entered into a household register.

One's honseki is the prefecture, and municipality, where one's family register is located.
When moving elsewhere in Japan, one has the choice of transferring one's family register to the new locality, or of filing what amounts to a notice of intent to reside in the locality, which for tax, election, and other purposes establishes one's existence on local domicile rolls (juminhyo).
Because non-Japanese do not have family registers in Japan (if anywhere), they are required to place the name of their country of nationality (or "stateless" if they have no nationality) in the space provided for honseki.
