 Hanford Environmental Report - June 13, 2003
On May 12, 2003, EPA published a notice announcing that funds were given to the Agency's Lamp Recycling Outreach Program to award to organizations creating and implementing outreach programs that educate the commercial community about the nature of mercury-containing lamps and their proper disposal.
On May 15, 2003, EPA published proposed rule amendments that provide regulatory relief to facilities that use pollution prevention to achieve and maintain hazardous air pollutant emissions reductions equivalent to or better than the maximum achievable control technology level of control required by the NESHAP (see briefly, this edition).
On May 30, 2003, EPA published a final rule amending the General Provisions of the NESHAP and to the rule that establishes criteria and procedures for equivalent emission limitations adopted under Section 112(j) of the CAA (see article, this edition).

In 2003, the nation's 20 top metropolitan areas will generate $4 trillion in output, or 36 percent of the national economy, according to a new report by the U.S. Conference of Mayors and the Conference’s Council for Investment in the New American City.
The projected job growth rate of 0.1 percent for 2003 represents a significant downward revision from the January report, which predicted the rate to be 0.9 percent.
The report assumes a strong pickup in national economic growth during the second half of 2003, due in part to fiscal stimulus from the recent tax package.

Affirming the administrative law judge's findings, as modified, the Board held that the Respondent, by threatening an employee with discharge because of his union activities and by telling employees to inform the Respondent if any employees were harassed about signing a union card, violated Section 8(a)(1) of the Act.
The Board, in the original decision (331 NLRB 144 (2000)), applied the factors set forth in Atlantic Steel Co., 245 NLRB 814 (1979), for determining whether an employee who is otherwise engaged in protected activity loses the protection of the Act by opprobrious conduct.
The principal issue in this case is whether the Respondent, through the words and conduct of two alleged supervisors (office manager Maroun Mousallem and Illinois regional manager Keith Jefferis) voluntarily recognized the Union as the bargaining representative of its drillers and helpers.
