A Juneau chapter of the nationwide Kids Voting USA program first became active in 1996, with the mission of educating local students about the rights and responsibilities of citizenship, helping to instill the "habit" of voting in young people, and generating increased voter participation in the adult community.
Kids Voting was started by three Arizona civic and business leaders who observed, while visiting Costa Rica, that voter turn out in the country was 80 or 90 percent due in part to the fact that students vote along side their parents on election day.
In 2000, about 2,300 students in Juneau, grades K-12, went to the polls and voted with their parents.
