Trolls were very popular among Warcraft 2 fans, and naturally they reappeared in Warcraft 3 in several varieties - Forest Troll, Ice Troll, Dark Trolls, and Jungle/Island Trolls which were the race that three Orc units and one hero hail from - Troll Batrider, Troll Headhunter, Troll Witchdoctor, and the Shadow Hunter.
Unfortunately, the other troll female faces weren't updated at all, and were simply stretched over the new models so that they all look like horrific burn victims and are completely unappealing to anyone who might even want a more sinister, evil looking female troll.
Trolls were already a last minute addition, completely changed from the original beta models, and hastily changed even further when it became obvious that ugly looking females would cause population problems.

The High Elf concept carried from Warcraft II looked a little tepid compared with the reimagining of the elf staple in the Night Elves, so they needed a rebirth into a fresher, more dynamic image just to contrast them from their former kin that kicked them out of the "forest elf" throne.
Trolls will have to possess the merit to exist as PCs all on their own, without being directly associated with any other race.
