Francetic went with Pavelic to the town of Golubinskaya outside of Stalingrad in the Soviet Union when Pavelic addressed the Croatian troops in the Hrvatska Legija or the Croatian Legion, the 369th Reinforced Croatian Infantry Regiment which was part of the German 6th Army attacking Stalingrad, one of the decisive engagements of World War II.
Jure Francetic was accused of personally ordering the murders of 3,000 Serbian civilians in the Romanija Mountains east of Sarajevo during this engagement.
In June, 2000, a new monument to Francetic, modeled on the 1943 monument, was erected in Slunj by Dragutin Hazler, the president of the Slunj branch of the Association of War Veterans.

Francetic was a Croat from the region of Lika and a major in the Ustasha army, who founded the Black Legion, an elite, SS-style unit dedicated to the massacre of Bosnian Serbs and the deportation of Bosnian Jews.
Francetic was seriously wounded and committed suicide after his plane crashed in territory held by the Partisans.
Francetic’s memorial could not be erected at his birthplace in the Croatian town of Otocac, and in 2000 was placed instead at Slunj, a highly scenic location in Croatia, where he died.

Jure Francetic was a Ustashe colonel, and founder of the infamous Black Legion, an elite Ustashe [WWII pro-Nazi regime in Croatia] unit which in the history of WWII became a symbol for mass deportations and executions of Jews, Serbs and Communists.
On that occasion Francetic was also wounded in his belly, but in spite of that he kept firing at the Partisans who were closing in until he ran out of ammunition, after which he disabled his machine gun.
Francetic and Vokic used this development and from the ranks of these young men, thirsting for blood revenge, picked out men for service in a special Ustashe regiment, which was later named the Black Legion.

The president of the commission in charge of dismantling of the Jure Francetic monument erected in Slunj, Vesna Terselic has commented on the government decision ordering the removal of the monument to Francetic and Mile Budak in Sveti Rok as an act which enabled the removal of an embarrassment to civilisation.
President Stjepan Mesic has stated speaking in Hvar that the recently erected monuments to Mile Budak and Jure Francetic had to be removed.

Budak and Francetic were high-ranking officials in the Ustashe regime which was in charge of the so-called "Independent State of Croatia" [ISC] during the Second World War.
The ISC was essentially a Nazi puppet state which was discharging the Nazi's dirty work for them on the territories of roughly modern-day Republics of Croatia and Bosnia-Herzegovina.

Thier leaders soon after its founding became Jure Francetic and Rafael Boban and they fought both Cetniks and Partizans all over Bosna and Hercegovina(Imotski as well), they even secured the Drina river.
They became an elite unit and were later supplied with the best weapons and were used not only to defend cities and areas but also to attack Cetnik and Partizan units, they were great at guerilla war fare even though they never had much of official military training.
The commander Jure Francetic was killed in 1942 I believe in the town of Slunj when his plane crashed and Partizans captured him.
