(Justice is also a hidden character in Guilty Gear X+, which was not released in America.) Justice is a Command Gear, able to exert control over all other Gears, and led the Gears in a war against humanity; the war lasted 100 years.
Justice is voiced in Guilty Gear XX by Yumiko Ogawa, the same actress as April, one of May's friends.
Justice's physical appearance is actually unknown, as the plating around her body has never been seen removed in any game to date.

Dizzy's mother, it turns out, is Justice, which is revealed in the drama CD Guilty Gear XX: Side Black, as well as comments on the CD by Dizzy's actress, Fujita Kazue.

In 2002, Guilty Gear XX (known as Guilty Gear X2 in North America) was released, furthering the individual stories while improving on gameplay and visuals.
In 2004, Guilty Gear Isuka ("Isuka" meaning crossbill in Japanese, and representing the way two swords clash) was released, featuring up to four-player simultaneous gameplay, a side-scrolling mode called "Boost Mode", a customizable version of one of the characters, a new playable character, and various other goodies.
These Gears eventually turned on their masters, beginning a century-long global war known as the Crusades where the Sacred Order of Holy Knights (Seikishidan being the Japanese name), fighting for the human race, was able to defeat Justice, the leader of the Gears.

Guilty Gear X2 is not much different from its previous incarnation or the assortment of titles that it clearly pays homage to, but it captures the essence of a great 2D fighter with just as much technique and a little more style.
The story (mostly unimportant) tells of a race of biological weapons called "gears" (a synchronism that makes us wonder what on earth the Japanese translation of gear is) that were created in the 22nd century when all independent thought had been abolished.
At some point Justice is seemingly defeated, leaving all of his gears leaderless, confused and alienated, which certainly explains a lot about some of these characters.

Guilty Gear, in its era (a time when 3D fighters were on the rise), was a little known 2D weapon-based fighting game with the most ridiculous features you've ever seen.
Ky finds out from a dying Justice that Gears have their own lives to lead, as well as their own thoughts, feelings and personalities, and realizes that his intentions, while generally good, were also racist.
Guilty Gear was one of the more heavily criticized games in the past, and I'd suggest that players generally avoid this thing to boot.
