Skopje was not known to the Ancient Greeks, and appears to have been founded in the 3rd century BC by the Dardanians, a people on the fringes of the Kingdom of Macedon.
In Roman times there was town on the site called Justiniana Prima, but this was destroyed by an earthquake in 518.
The town was refounded, perhaps by the early Romanians (or Vlachs), and in Byzantine times it was known as Skupi.

The Serbs settled a territory that towards the end of the 6th century was comprised in two archbishoprics in terms of church organization.
Both these cities ceased to exist at the beginning of the 7th century, Justiniana Prima at the very beginning of the rule of Emperor Heraclius (610-641) and Salona most probably gradually faded out of existence a decade or two later.
That is how an organized church also practically ceased to exist in the region of Dalmatia and the prefecture of Illyricum.

If the researches now or in future lead to specific artifacts which would confirm the assumptions that indeed on representative palace is discovered, then the existence of the great and important town of Justiniana Prima could be located.

The question of the location of the birth place of the czar Justinian is still of interest, as well as the question about the location of the city Justiniana Prima where the Archbishopric was placed.
This place hasn’t been found yet, and in the world’ s science there is no final proof that it has ever been found.
In FR Yugoslavia, near Lebane, there is a locality called the Czarina’s Town (Caricin grad), dating from the sixth century, but the Serbian archaeologists haven’t found the final proof, some sort of an inscription that will decidedly say that it was Justiniana Prima.
