Aside from playing Akio in the series, Juurouta also plays Akio in the Utena video game on the Sega Saturn and in the drama tracks of OST 5, which are tracks of dialogue from the Utena manga.
The light on his face is a large blast from Tenkou about to hit him, which is probably why he looks less than happy.
Tenkou is cool not only because he is very evil, but he is voiced by my favorite seiyuu, KosugiJuurouta, who also voiced Ohtori Akio in Utena.
Although Tenkou does not have an Akio car, he does have the same nice lavender hair and sense of cruelty.
